in the District of Columbia.

The District is committed to quickly returning persons experiencing homelessness to their communities. New Lease on Life is an initiative connecting the District's housing providers with qualified tenants who are seeking dignified, safe housing as their pathway out of homelessness. Be a part of our citywide #HomewardDC initiative and help give someone a new lease on life.

Partnering with New Lease on Life provides benefits to you as a housing partner.

The unit you provide to us will be filled quickly, decreasing the length of time the unit remains vacant and therefore decreasing your overhead costs.

You will have a dedicated point of contact to assist with any questions or concerns that may arise once a household is placed into a unit.

You will be eligible for participation in the District's Landlord Partnership Fund so that your investment is protected.

We will ensure you and your team clearly understand the terms of the programs and the responsibilities of each partner.

For some programs like the District's Rapid Rehousing Programs, 100 percent of the rent is guaranteed for housing providers enrolled in the District’s Rental Partnership Initiative.

The District of Columbia partners with housing providers through a number of permanent and time-limited subsidy housing programs.

These programs help housing providers fill vacant units with program-backed tenants and offer rental support and supportive services with or without a specific time limitation. They are designed to assist families and individuals experiencing homelessness to afford dignified and safe housing in the private market.  Subsidy programs administered in the District of Columbia include:

Permanent Housing Subsidy Programs

 
  • Permanent Supportive Housing (PSH)
    A permanent subsidy providing wrap-around support services to help individuals and families with intensive needs obtain & maintain housing stability

  • HUD-VA Supportive Housing for Veterans (HUD-VASH)
    A collaborative program between U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veteran Affairs (VA) that combines HUD housing vouchers with VA supportive services to help veterans who are homeless and their families find and sustain permanent housing​​

  • Targeted Affordable Housing (TAH)
    A permanent subsidy to help individuals and families referred from the homeless services system obtain and maintain housing stability

Time-limited Housing Subsidy Programs

FRSP, also commonly known as Rapid Re-Housing for Families (RRH-F), is a time-limited housing and support program designed to assist families experiencing homelessness to afford dignified and safe housing in the private market. Rental assistance and support services are provided for 12 to 18 months based on the needs of the household.

RRH-I is a time-limited housing subsidy and support services program designed to assist individuals, including unaccompanied adults and youth, experiencing homelessness afford dignified and safe housing in the private market. Rental assistance and and services are provided for 12-18 months based on the needs of the household.

The program provides homelessness prevention and rapid re-housing assistance to Veterans and their families experiencing homelessness or housing instability.
